In the Uk how can you find out who owns a mobile phone number?

My daughter has been receiving unwanted text messages and phone calls from someone who is pretending to be her best friend but isnt. These are not very nice messages. I know the mobile number how can I find out who owns the number? Or does anyone know how to go about reporting it to get it stopped as the messages are very slanderous towards her friend.
