Top secret clearance question?

If you have been investigated in the past for employment will the investigators dig up past investigations? I applied for a job with a police dept and failed the investigation basically because a former boss held a grudge against me. That grudge has been patched up, but the slanderous testimony is still on file with that department and I imagine agency's keep track of who has been investigating my background. Any information?
