Deli that sells tobacco to kids under 18.?

Theres a deli a block away from my high school thats been selling cigarets to kids under the age of 18. The kids go in and ask for "Lucy's" and they give them a single cigaret for 75 cents each. The kids would go smoke them right outside. They've been doing this for years now. What do you think about this?
